The amended State Significant Development Application for the Sutton Forest Sand Quarry is now available to view at the Department of Planning and Environment.
The amended proposal seeks to construct and operate a quarry that would involve:
- extraction of up to 1 million tonnes of sand products a year over 30 years;
- construction and operation of water management infrastructure, material processing and storage facilities;
- construction and use of supporting infrastructure such as offices, a workshop and weighbridge;
- construction of quarry access road and intersection;
- transportation of extracted material off-site by road; and
- rehabilitation of the site.
Key changes from the previously exhibited proposal include:
- reduced extraction area from 45 to 34 hectares;
- revised site layout;
- quarry access changed from an overpass to at-grade intersection; and
- blasting no longer proposed.

Controlled Action under Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act)
Development in NSW can be subject to Commonwealth legislation, depending on the circumstances. The Commonwealth Minister for the Environment and Water has decided that the proposed development – known as Sutton Forest Sand Quarry (2022/09313) for Commonwealth purposes – is a “controlled action” under the EPBC Act.
